Project Name:  Economic Growth and Social Protection in the Commonwealth of Dominica (DO-CC1016)
Description: In 2007, the Commonwealth of Dominica launched its Growth and Social Protection Strategy (2007-2011). The strategy sought to foster growth in the economy by building on four pillars: fiscal policy and administrative reform; enhancing the investment climate for private enterprise development; sectoral strategies for growth; and strategies for poverty reduction and social protection. This project will review the past strategy and develop a follow-up strategy which articulates a medium-term framework for growth and poverty reduction in Dominica over the next five years.

Project Name: Productive Development Policies in the Caribbean (RG-CC1003)
Description: The general objective of this project is to increase overall productivity and economic growth in the Caribbean. To that end, this project will undertake a critical review of the major productive development policies (PDPs) implemented by Caribbean governments in recent history and identify policy prescriptions for future PDPs.

Project Name:  Identifying Sustainable Agricultural Initiatives in the Caribbean (RG-CC1004)
Description: This project will summarize current developments in sustainable agriculture in the Caribbean, analyze current challenges, and identify opportunities, taking into consideration issues including trade liberalization, food safety, quality and security, rising food prices, the expansion of niche markets, diversification, climate change and environmental sustainability. This knowledge product will focus primarily on Jamaica, Guyana, Trinidad & Tobago, Belize, Bahamas, Barbados and Suriname.

Project Name: Improving Trade Logistics and Trade Facilitation in Antigua and Barbuda (AI-CC2022)
Description: The project will support customs reform in Antigua and Barbuda through: (a) the mapping of the cycle to import and export and a diagnostic of existing inefficiencies, (b) the development of a computerized Customs system prototype, (c) implementation of the system at pilot sites, (d) expansion of the system to all Customs sites, (e) supplementary technical training and capacity building for Customs staff.

Project Name: Policies and Instruments to Support Private Sector Development in Antigua and Barbuda (AI-CC2023)
Description: The project will reduce the cost and time required to pay taxes and register property in Antigua and Barbuda by supporting: (a) an analysis and mapping of the tax payment and property registration cycles; (b) the development of an electronic platform to pay taxes; and (c) the rationalization of the process to register property through the development of a “one stop shop”.

Project Name: Improving and Harmonizing Municipal Regulatory Framework to Facilitate Investments (DR-CC2011)
Description: To facilitate greater investment in the Dominican Republic, this project will support: (a) identification and establishment of agreements with 50 city councils for expanded foreign direct investment; (b) targeted capacity building seminars with leading officials from participating city councils to build consensus on reforming and harmonizing legislations for investments; (c) the implementation of  reforms to improve the business climate and investment environment in participating municipalities; and (d) the execution of national and international investment promotion activities in participating municipalities.

Project Name: Enabling the Formalization of Micro and Small Enterprises in the Dominican Republic (DR-CC2012)
Description: The project will finance: (a) identification of constraints to integration of SMEs in the formal sector through targeted public-private dialogue and analysis; (b) regulatory reform to facilitate SME growth and access to credit; and (c) capacity building within SMEs to increase access to international markets and benefit from relevant international trade agreements.

Project Name: Enhancing the Competitiveness and Growth of Guyana’s Services Sector (GY-CC2018)
Description: The activities to be undertaken in the project are: (a) an analysis of the constraints to doing business in the services sector and the development of a road-map to redress these constraints and promote growth; (b) a comprehensive mapping of the firms operating in the services sector, including differentiations by size, activity and location; (c) the implementation of a select number of prioritized recommendations from the strategy/road-map; and (d) outreach and market intelligence analysis to  seek out investment partners and external market opportunities for exports from the sector.

Project Name: Promoting Productivity and Economic Sustainability in the City of Kingston (JA-CC2017)
Description: The project will address and support the implementation of short term measures for improving the urban economic conditions of the vulnerable communities, under the framework and methodology of the Sustainable Cities Initiative. The expected results from this project are (a) a diagnostic of the main issues that hamper local economic development in the City of Kingston, (b) an agreed action plan with timelines and budgets to address the main bottlenecks (c) a set of priority activities of the action plan implemented and (d) the implementation of a Geographic Information System to manage decision making at the urban level.

Project Name: II Roundtable on Private-Public Dialogue in the Caribbean (RG-CC2019)
Description: To support the process of building national consensus on economic and competitiveness policy in Caribbean countries, this project will support collaboration with the Organization of American States (OAS) and the Inter-American Competitiveness Network (RIAC) to stage a roundtable discussion to analyze the current competitiveness landscape and promote the exchange of experiences and foster a dialogue on the necessary reforms to make the economies of the region more competitive and prosperous. This roundtable, in an effort to take advantage of the unique gathering at the IV Meeting of Americas Competitiveness Authorities and Councils and the V Americas Competitiveness Forum, will be scheduled for October 2011 in Dominican Republic.

Description: The project will support: (a) the establishment of a business climate reform unit; (b) the identification, prioritization and implementation of a select number of achievable business climate reforms over the near term; and (c) the design of a comprehensive competitiveness program for Suriname to be implemented over the medium term.

Project Name: Framework to Implement Productive Development Policies in Suriname (SU-CC2021)
Description: The project will support an analysis of current incentives for firms and the development of two tax policy analysis tools that allows for the optimizing of the effectiveness of government expenditure. The first tool is a Computable General Equilibrium (CGE) model that will enable the Ministry of Finance, the Central Bank and other tax policy analysts to assess the direct and indirect impact of alternative tax regimes on economic activity and government revenues. The second tool is a “tax expenditure budget” that will enable the authorities to quantify the revenues lost for each of the tax incentive schemes currently in place or contemplated.

Project Name: Support to the Innovation and Competitiveness Council in Trinidad and Tobago (TT-CC2009)
Description: The project will support the strengthening of the recently established Innovation and Competitiveness Council; by setting up the technical unit, building capacity among its core staff, drafting policy reform documents for cabinet approval, and developing legislations to legitimize the work of the council.

Project Name: Institutions and Instruments to Promote Diversification, Innovation and Growth (TT-CC2010)
Description: The project will: (a) evaluate the performance of the existing Business Development Services (BDS) providers, documenting their costs and estimating their benefits; (b) support the government in setting standards, evaluating, accrediting and rationalizing Business Development Service providers; develop a comprehensive information portal for firms to access to BDS; technical assistance to support initiatives to design, implement training mechanisms to upgrade knowledge, innovation, productivity and entrepreneurship; (c) upgrade the BDS architecture, streamlining T&T’s BDS institutions, including expanding, merging or reducing the scope of their operations to leave in place an efficient and coordinated supply of BDS that meets the demands of private firms.
