Objective

The project aims to strengthen climate-smart and inclusive environmental governance by operationalizing the National Conservation and Environmental Management Act (NCEMA), establishing the National Environmental Council and improving institutional coordination and enforcement. The portfolio summary also identifies development of a National Environmental Management Strategy. The detailed project document emphasizes institutional readiness, private-sector climate action and updated national climate commitments.

Expected results

Over the 36-month execution period, the technical cooperation is expected to improve institutional readiness, private-sector engagement and climate-policy alignment. Planned deliverables include stronger environmental coordination, support for MSME green practices, and a validated update to national climate commitments.

  1. Environmental governance systems. A National Environmental Council, standardized operating procedures for coordination, monitoring and reporting, an institutional readiness assessment, and interministerial policy dialogues are expected to strengthen environmental governance and align environmental, fiscal and development priorities.
  2. MSME climate action. A green-business communication plan and knowledge platform are expected to support an MSME Climate Action and Engagement Programme, with workshops for at least 100 representatives and five Local Enterprise Adaptation Programme pilots offering technical assistance.
  3. Updated climate commitment. The project is expected to review the existing Nationally Determined Contribution, integrate updated data and sector inputs, hold at least two national consultations, and validate and submit a revised commitment to the United Nations Framework Convention on Climate Change.

Beneficiaries

Direct beneficiaries are the Department of Environment and other public agencies responsible for environment, climate policy and economic development, including the Nevis Island Administration. Participating MSMEs and, more broadly, citizens, workers and communities are expected to benefit from stronger resilience and sustainable economic opportunities.
