Objective

To support the Government of Grenada in operationalizing its National Framework for Sustainable Ocean Governance and blue economy growth by strengthening institutional, policy, and technological capacity for inclusive, climate-resilient management of marine and coastal resources. The project is expected to finalize and seek Cabinet approval for the National Ocean Policy and Strategic Action Plan, establish a National Ocean Governance Committee, pilot digital fisheries monitoring, build public-sector capacity, and widen stakeholder participation.

Expected results

Expected results include a more coordinated, climate-resilient and inclusive framework for managing ocean resources, stronger fisheries monitoring and reporting, and broader institutional and community capacity. These are planned outcomes; the supplied materials do not report completed implementation results.

  1. Ocean policy and governance framework. Technical and legal review, consultation and validation are expected to support a climate- and gender-responsive National Ocean Policy and Strategic Action Plan, a governance framework for the National Ocean Governance Committee, and related policy tools and training.
  2. Public engagement and awareness. A communications and public-engagement strategy is expected to increase awareness of sustainable, climate-smart ocean governance through multimedia materials and dissemination workshops involving government, private-sector and community stakeholders.
  3. Digital fisheries monitoring pilot. The project plans to design and pilot electronic and vessel monitoring systems, combining surveillance, analytics and data sharing, and train fisheries officers and vessel operators in monitoring, data management and compliance reporting.

Beneficiaries

Direct beneficiaries include the Government of Grenada, especially the Ministry of Blue Economy and Marine Affairs and related marine agencies. Coastal communities, fisherfolk, women’s and youth groups, marine-tourism operators and participating fishing vessels are also expected to benefit; the wider population may benefit indirectly.
